Queensland
Protection measures for places and areas of local heritage significance are contained under two instruments: Queensland Heritage Act 1992 and the State Planning Policy (SPP).
The Queensland Heritage Act 1992 requires all local governments to keep a local heritage register or identify local heritage places in their planning scheme.
Ten local governments in Queensland have a local heritage register. Of these, nine also include heritage places in their planning scheme.
The State Planning Policy (SPP) requires new planning schemes to identify heritage places of local heritage significance, such as buildings, cemeteries, memorials and gardens, as well as local heritage areas which are significant for their collective heritage values and may not exist in all local government areas.
Many Queensland planning schemes were developed, or substantially developed, prior to the SPP’s introduction in December 2013. Those schemes were not required to include local heritage places or areas. Consequently, 20 Queensland local governments have no local heritage places or areas identified in their planning schemes and no local heritage register.
The number and types of heritage places identified varies dramatically. Some local governments identify only State heritage places in their planning schemes or local heritage registers, others identify only cemeteries, while still other local governments identify a wide range of places.
Aurukun Shire
The Aurukun Shire Planning Scheme (2013) identifies no local heritage places or areas.
While the scheme commenced in 2013, it was substantially developed prior to the State Planning Policy 2013 when there were no requirements for local heritage places to be included in planning schemes.

The Balonne Shire Planning Scheme (2006) identifies 13 local heritage places which include some Queensland Heritage Places.

Brisbane City
The Brisbane City Plan (2014) identifies 2,154 local heritage places. This includes several Queensland and national heritage places. No local heritage areas are identified.
The planning scheme identifies Character residential zones and Traditional Building Character overlay areas that maintain pre-1947 character elements. These have not been included for reporting purposes.
Brisbane City Council has established a local heritage register under the Queensland Heritage Act 1992 in addition to its planning scheme. This identifies 1995 local heritage places. Of these, 477 have been identified in the local heritage register as Queensland Heritage Places, entered on the Queensland Heritage Register. There are 522 places entered on the Queensland Heritage Register within the Brisbane City Council local area.

Bulloo Shire
The Bulloo Shire Planning Scheme (2006) identifies three local heritage place and no local heritage areas.

The local heritage register was established under the Queensland Heritage Act 1992 in addition to council’s planning scheme. This identifies 157 local heritage places. Of these, 43 are also Queensland Heritage Places, listed on the Queensland Heritage Register. Gladstone Regional Council Planning Scheme (2015) identifies 69 local heritage places. This includes 26 Queensland Heritage Places.
